This is the highest governing body of the Consortium and member, in the same manner as the Executive Commission.
It takes on the functions of deliberation, decision, and carrying out policy as defined in the Statutes.
It is made up of 26 members, 13 from the Basque Government, 2 from the Biscay Provincial Government, and 11 representing the City Councils through which the Metro runs. The General Secretary is also a member of the Board of Directors. Likewise, the Managing Director of the Consortium, the Managing Director of the Bilbao Metro and the Fund Auditor also attend its meetings.
