It is the permanent organ of the Consortium. Together with the Board of Directors, it is made up of member organs and takes on the functions of deliberation, decision and carrying out policy in accordance with the Statutes. It consists of 9 members: 5 from the Basque Government, 1 from the Biscay Provincial Government, and two representatives from two of the municipalities represented on the Board of Directors. The Secretary General is also a member of the Executive Commission and the Managing Director of the Consortium and the Fund Auditor also attend its meetings.
