The Committees are not organic units integrated into the structure of the Consortium as they are functional support tools to back up the work of the Board of Administration and of the Executive Committee which is set up, modified, and carried out at the Board's discretion in accordance with the needs that may arise.
In the December 28, 1976 meeting of the Board of Administration of the Biscay Transport Consortium, it was agreed to set up three committees to study those matters pertaining to their expertise, determining their importance by prior examination.
Subsequently, the Committee for the Launching of the Bilbao Metro were established.
